Civil enforcement PCN and LBC time frame

Hi, my husband (RK of daughter's car) received a PCN issued on 28/05/2025 from Civil Enforcement (CE) Daughter was at a pub on 23/05/2025 for just over 15 minutes, picking up a friend who was unwell and as she was not staying (only picking up) did not (know to) register car at the bar. She appealed with the pub, but they are not interested and said we should appeal with CE. Last week, husband received a LBC from CE dated 15/07/2025. Is this legal, to issue LBC six weeks after PCN? Obviously late for any appeals with CE or POPLA as no time whatsoever was given. Any other steps we need to take at this stage/contact CE or send CE the response in post 2 of the sticky thread? Many thanks.

He could give the driver's name & address which means she then gets a PCN in the post and she can appeal.
But appeals are a farce and unlikely to work, so only do the transfer of liability to her if she'd be better then him at defending a court claim. Decide now which of them is better at following our simple process to defend a claim and see it off. DO NOT PAY.
Please can you show the May, June and July letters with all dates showing? Redact your data, PCN ref, VRM, etc.
I want to show the Government the huge mistake in the draft (pending) statutory Code that didn't adopt the BPA's two reminder letters. @Coupon-mad, thank you. Here are the two letters we received. Do not recall receiving one in June. Also, daughter is 19, so not quite up to defending a claim in court. Dad is also a registered driver of the car, although not driver at the time of alleged PCN. In this case, should my husband just respond using post 2, asking to put the matter on hold for 30 days and start preparing for LC? Any guidance on that would be great. Could being given mere 6 weeks between PCN and LBC be used in defence/against CE please?

Dad was the non driving Registered Keeper ( no such thing as a Registered Driver )
Yes he can delay matters by emailing the LoC response template to CEL , to get extra time to complain to Fullers
The short timescale is not a defence point, no1
