Damage to car in county lanes - council liability?

Hi! My commute involves driving on country lanes. Recently a fallen tree had been cleared from the lane but on one side the trunk overhung the road slightly. Depending on your car, there's a possiblity of finding a good used mirror or an aftermarket copy on somwehere like eBay.
Fitting videos could also be available for reference on YouTube.
I have recently changed a damaged mirror on my car (hit by someone unknown in a car park), with a used item. I did have to respray the plastic cover though.
