In march I received a text from a collection agency about a PCN this is the first I knew about it.
I spoke to them by webchat where they told me it was for failing to display a blue badge and they sent a picture of the vehicle. In the picture you can see something is on the dash but the image is too blurry to see what it is, also on the image the blurry bit carries on past this so apparently the vehicle vents don’t go all the at across the windscreen.
I explained this to them and never heard from them again.
The other day I received a letter from a new debt collection agency trying to collect. I phoned them and asked if they have the said picture which they haven’t got so they said they would request it.
I have gone back to the parking agency (premier parking Ltd) asking them to look at it but have received an e mail from them this morning saying it is nothing to do with them now.
Although I m the registered keeper of the vehicle I was not driving it.
Can anyone help

Ignore the powerless collectors letters , they cannot do anything other than send the letters
Come back to this thread if or when you receive a Letter of Claim giving you 30 days notice to respond, or an N1SDT Court claim pack from the CNBC in Northampton using MCOL
We can advise you properly if those 2 things happen
Please stop phoning people, it definitely won't help, everything in writing only

I done all of it before coming on here I have since read the NEWBIES thread.And yes it is £170 notice.I just got told it was park premier ltd, I have had no correspondence from them.The supposed offence was lakeside shopping centre west Thurrock0

So Premier Park Ltd in Exeter issued it
If you received no paperwork it's usually due to moving and not promptly updating your V5c log book with the DVLA, so check that it's up to date now ! Not receiving paperwork is no defence, due to the responsibility being yours to do, so it seems to me that they traced your new address
Its not an offence, it's a contravention, an invoice for the alleged breach of the parking contract on that private property by the driver , but you could be liable as keeper under the Pofa2012 law
What you should be doing is writing a complaint about it to the retail park management company or landlord, citing the Equality Act 2010 if you had a blue badge, or qualify, and getting them to cancel the pcn0 -

I have been at the same address for 18 years it was a mobility vehicle that I had only had for a couple of months.It took 4 e mails to lakeside for them to even look at it. They have asked for a copy of the letter and a copy of both sides of the blue badge, this was about a week ago and as yet I have not heard anything else.0

So Motability will have had the V5c log book, but usually the paperwork comes to the lessee named by the car dealer to the DVLA
Its possible that an error occurred in the address or registration process
The management company at Lakeside ( or the landlord ) contracted with Premier Park Ltd, so can cancel the pcn, as reasonable adjustment under the Equality Act 210, because its the law that applies, not the blue badge
Emailing a SAR to the DPO at Premier Park Ltd will obtain all your data, including copies of the paperwork
You should probably get your local MP involved as well1
