How do I raise funds without losing out

I need to raise money urgently. Do I cash in on my gold sovereigns or do I cash in my NS&I savings before the end of their term?

Both, one or the other? Gold is trading close to its all time high so might not be a terrible idea to take some profit and capital gains tax doesn't apply to 1837 and later British coins.

What's the penalty for cashing in the NS&I savings bond?

Insufficient information to hazard any sort of a guess.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Agreed, might as well toss a sovereign and choose head or tails.

Are those the only two options (i.e. you've ruled out loans, credit cards, personal borrowing, etc) and if so, on what basis will you make an informed decision between those?

I need to cook dinner tonight. Do I take chicken or pasta from the fridge?

You keep your pasta in the fridge? I'd prefer rice anyway, thank you.

I don't cook much pasta (as you have spotted), but I was trying not to get lost in detail
