PCN Manchester city council help needed

I have received this pcn. There didn't use to be resident permit holder sign previously but now just as you turn into this street there is a sign that can easily be missed and position of the sign doesn't help identify which street it is for. There are no small resident permit signs on the street where I parked. I am wondering if I can appeal this successfully or if I should pay discounted 50% within 14 days. Thanks for your help
