PRIVACY NOTICE (not a ticket or parking charge) placed on car by VCS.

I am in the process of submitting a defence for a charge levied by Vehicle Control Services and ELMS Legal.
What constitutes a ticket/notification?

A blue card was left on my windscreen.
It was labelled a PRIVACY NOTICE. 

"Images of this vehicle and registration number  have been recorded for the purpose of parking enforcement. This data is collected... etc" 

The only additional writing was the date. It doesn't have the time or my car registration on it.

I received the charge notice through the post 15 days after this was left on my car. 
I had just assumed this was the way charges were handed out, but as I read more on the forum, I clearly didn't receive a charge at the time, and there was no CCTV excuse for a later enforcement. Is all of this compliant with the law?

    Ignore VCS unless you are saying you actually have a claim form? You say 'defence'?

    Yes. Already through the debt collectors and legal threat stage. I have received a Claim Form and are preparing the defence to be submitted through the online portal.

    Reading around suggests that many companies fall short at the stage of what they issue and when. Is a "Privacy Notice" sufficient. How long do they have to actually send the registered keeper the letter?

    It's irrelevant if you are admitting to driving. Only relevant to registered keepers because a privacy notice is a hybrid Notice to Driver.

    Not POFA compliant but that's a point for a keeper only.

    If you have a live court claim,  you are best to concentrate on that aspect and draft your defence accordingly
