This is not a scam. They are legally entitled to charge you for the processing that you indirectly asked them to do. You do owe the money. You should probably pay it now to avoid further charges and/or complications.
Next time do a bit of research and actually read the legislation in question before declaring something is a scam.3 -

If you really do import large shipments, then you will know the cost in time and money to collect the item and pay any VAT and duties will be much more than a tenner! No doubt you bought it in China because it was lot cheaper, do you ever wonder why that is?
