I'd endorse the idea of sending a letter, recorded/signed for, with a return-if-undelivered address on the envelope. No need for threats of action at that stage, just a polite expression of concern.If it doesn't come back, you know it's been received somewhere; if it comes back with a redirect label on it, you know he's abandoned that address too. On the other hand, you might be lucky and he or his representative will be happy to make some arrangements. It's worth a punt.2

I'm 100% confident that he's not there , initially he told me that an uncle had died and he had inherited a property , started to visit this property less and less , occasionally turned up to do 15 mins of gardening and left1

If you don't know his name, go to the local history library and ask where you get access the old electoral registers? If they don't have them, they'll know where they are.
They should give you the required volume. You are not allowed to photo the page and they may be nervous about you leafing through the volume. So take pen and paper or make a on your phone. Then see if you can check the most recent edition?

The issues could be classed as nuisance - particularly the overgrown garden. Speak to ASB or Environmental Health team at the council. Most councils will have an empty property 'team'. Usually just one person to be fair, but always worth trying them. If it was me, I'd definitely ask the postie, and pop a note through the letter box asking them to get the garden sorted or you will in, say, 2 weeks time. Who is gonna complain about you improving someone's garden? Maybe get a relative to do the actual work, just in case.0
