Luton Airport Drop Off forgot to pay within 24 hours...APCOA

I have just attempted to pay the drop off charge after my car was used for an airport drop off a few days ago, to be surprised to find it's too late to pay (ridiculous given the drop offs are usually in the early hours so easy to forget to do it instantly and pick up later in the week).

I've tried calling to no avail, so as the keeper of the vehicle am anticipating some kind of PCN.

From reading it sounds as though I should be able to appeal successfully on the basis they have no right to hold the keeper liable and there is no requirement for the keeper to identify the driver, is this correct?

It seems as though I should use the following for the appeal:

"Re PCN number:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

Finally, 
since airport bylaws apply, the keeper cannot be held liable."

Is my interpretation correct and is the above the correct text to use in the appeal?

    No, its not the correct appeal,  but is a correct interpretation,  so eventually you will use it 

    Do not call them or contact Apcoa, wait for the postal NTK PCN letter to arrive in the post 

    Then use the no keeper liability on airport land template,  seen in the other Luton,  Manchester and Heathrow and Gatwick Airports threads from the last 6 to 12 months

    Slightly different but I work for the police and if someone gets a fixed penalty notice the first letter asks you if you were driving and if not who was . If you say that you weren't driving they will ask you to provide the details of who it was , there is not an option to say " I don't know " because if there was everyone would tick it . It's annoying but they assume that if you are letting someone use your car then you know them well enough to provide their details

    But its not compulsory for private parking company charges,  more of a "No Comment "  !

    Thank heavens, in 2012 the Government decided that handing that sort of power to private firms would be a step too far.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
