HM Courts & Tribunal Letter - Is this the one I have to respond to?

Hi all. I got the below letter after ignoring a number from debt collectors etc. In short, I got a private parking ticket. I followed the newbie thread initially but can't find anything regarding this stage (happy to be pointed in the right direction). Is this the one I actually have to respond to?

Note the allegation is failure to DISPLAY, not failure to PAY. So para 3 of the defence should only respond to that.
