Worcester Bosch engineer

Recently had a service on my two year old boiler - identified a slight issue with the valve filter not shutting off properly - arranged as part of warranty for this to be repaired by Worcester Bosch and an engineer came out today - took a look and said as he would need to stand on my worktop to access what he needed, and as this was by the sink and ‘he was a big guy’ it was too weak for him to do this and so refused saying the boiler was not installed in line with manufacturer guidelines!!
I really don’t understand why he couldn’t use a decent step ladder instead to reach what he needed to as the installers and people who did services did!!
honestly I’m flabbergasted to have been issued with an advisory notice and no repair.
The cynic in me wonders if it being a Friday afternoon had anything to do with it!!
Anyone had anything similar and what did you do?

WB advertise most of their boilers as being small enough to fit within a standard 600mm wall unit space so it's very common to see them fitted above a worktop. I'd complain to WB and ask them to send a different engineer next time.0

The boiler is here - it was installed just over 2 years ago by BOXT a Worcester Bosch approved installer - 10 year guarantee and during this time there was one remedial repair not long after it had been installed with no issues and x2 services, latest one with BOXT with no issues.
The boiler is a Greenstar 4000 30k W
There was no issues and x2 that I noticed with the boiler until the guy doing the service (no issues with him) stated that he had issues fully turning some filter valve and he would report back so engineers could come out to repair under warranty.
The guy who came from Worcester Bosch came with a really small platform (not even a proper step ladder) and stated he would have needed to stand on my worktop to repair the boiler but that because the sink was there it was weak so he couldn’t and he would have to send the part to BOXT and refer back to them as they had installed the boiler.
I have since spoke with BOXT who clearly can see from the photos from the service that there is no issue and tried to argue with Worcester who said they were unable to assist. Eventually Worcester said they would do it if I supplied a board to put over the sink. I told them in no uncertain terms that I would not do this as if their engineer got injured then I would be liable and that I should not have to be supplying them with work equipment!.
BOXT and Worcester have now come to a ‘one off gesture’ that BOXT will supply an engineer to attend the same time as Worcester’s engineer to undertake the repair so it will be interesting to see how this goes!
However this does not solve the issue going forward if I were to require any future repairs in the warranty period - any suggestions if their complaints team aren’t in any way helpful as I suspect they wont be?0 -
For context - there is no top to the cupboard and that cupboard was in place housing the original boiler before the new one was installed so can easier be screwed on and off the wall.0
