Horizon Parking - Farnborough Asda / Decathlon

Got a "Parking Charge - DO NOT IGNORE THIS LETTER" from Horizon for not paying and displaying at a pay and display.
£60 / £100 against a £0.50 for 1 hour rate.
Arrived 10:45am, went to Decathlon and bought a few bits, left 11:24.
In all fairness there is clear signage that both me and my wife somehow missed:

Looked through the Newbie thread, and assume my next step will be to find and contact the landowner / retailer but just want reassurance that this is still worth pursing - even though clearly we just missed the signs - on the basis that these guys are scum bags and £60 / £100 is not at all reasonable against what would have been a £0.50 parking payment.

Sent this to the land owners (Sovereign Housing / Sovereign Group) today:Hello,I am writing regarding a parking charge notice I have received from Horizon Parking.PCN: xxxxxxThe date of the incident was xxxxx.The driver was shopping in the Decathlon store (details of purchase / credit card statement can be provided) while the driver's wife was also shopping in Asda (proof of purchases also available if required) and both were onsite for around 45 minutes.Through an honest mistake where each person believed the other was paying, no parking ticket was purchased.Horizon Parking have since sent a charge notice to me, the keeper of the vehicle in question, for £100. Compared to the £0.50 charge that 1 hour parking would have cost this is completely disproportionate.Further, as between the driver and their wife nearly £50 was spent in Decathlon and Asda it is not accurate to say that the charge represents any form of loss for the stores or the site.I find these sorts of companies grossly unethical and no doubt the cause of a great deal of stress and concern amongst people who have made innocent mistakes.They and their kind farm car parks country wide sending out these unenforceable charges under the disguise of a legal power and unfortunately scare people into paying them.I am therefore requesting that Soverign contact Horizon and demand this charge be cancelled.I look forward to your swift action in this matter.Many thanks,xxxxx0

Landowner doesn't seem interested... Good morning Mark, Thank you for contacting SNG. I am unable to find you on our system would you please confirm if you are an SNG tenant. The Princes Mead car park is completely separate from SNG, we do not have any control over their parking regulations and I can confirm that we not able to get involved. Sounds like they aren't the Managing Agent of Princes Mead.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
