If you decide to remove the paper and paint the walls you will need to get them very clean first. I use sugar soap and hot water with a course sponge. I have to wear gloves as the sugar soap upsets my skin. Then you need to let it dry, easy this time of year. If you roll and it still picks up paste a coat of Zinnser Guards rolled on is the saviour. Sometimes I just apply it anyway as it's so quick to roll on and dries quickly (it looks like milk).0

Can you remember, or do you know what the walls are like under the paper? - Often it hides a multitude of sins, so could open up a whole bunch of worms.
Strip off everything -probably would need to fill, sand, clean, prime, paint etc.
Repaper - could strip and Repaper, the proper way, or paper over the top, easier!
Depends what you're after, guessing it's a long term house if you're having the other work done, personally, I'd strip off, and paint, I don't like the hassle of paper, especially with children0
