Civil Enforcement - Letter Before Action

I am sorry if this has been covered elsewhere but I am very new to forums. My husband has been issued with a letter before action from Civil Enforcement Ltd due to parking in an unlit car park, in the evening, in winter, raining so signs were not immedicately noticeable, had buidling work going on in the car park and also has a barrier which is never used to prevent cars from parking there. I was driving, my husband is legal keeper of the car. I cannot find who owns the car park to try to resolve the issue. My husband has not responded to any of the PCN's as there is no photographic evidence on the letters.
I have read I need to respond via email to CE ltd with the template that is available on the Newbies thread. I guess what I am asking is that all I need to do at this stage?

Correct, that is all for this stage, apart from plan A in the newbies sticky thread, trying to get a cancellation from the landlord or landowner or business, ASAP
You must respond as your husband if he is getting the letters, not you, you are currently not involved, unless he names you as the driver, before the court claim arrives2 -

Should he name me as the driver? or just stick to orginal plan of responding with the template email with that he was not the driver?
I am unsure of who owns the land it is a little carpark behind offices not sure who owns it otherwise I would reach out to them to see if it can be resolved. There is no information on the PCN's who they are acting for.

He does NOT name you but he should add that he wasn't the driver.
Is the LBC from CEL themselves and not a third party solicitor?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for your post. Yes was planning on using the post 2 templateand the LBC is from CEL themselves. Is this the same template letter I use?

Either way, I hope you are both planning on lending your weight to the consumer responses to the Government in the next month, while your case is quiet but looming?
While your case is quiet, we need you:
It's very important that people like you (both) join us to reply to the new Public Consultation, to tell the Government NOW that:
a) you have no faith in POPLA or the IAS and that there must be the SINGLE APPEALS SERVICE that the Parking (Code of Practice) Act 2019 promised the public. As long as it is independent (and only ONE appeals service, not two involved in a race to the bottom) that will give a real option to resolve disputed cases out of court.
b). THAT THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED. DISPUTED CASES ARE NOT SOLVED BY A THIRD PARTY DEMANDING MORE MONEY AND OFFERING A 'PAYMENT PLAN' FOR EXTRA MONEY. THIS SHOULDN'T BE LEGAL.
c). Tell them about your experience and that your case is now at the letter before court stage, precisely because (a) and (b) above mean there is no option, no safeguard for consumers EXCEPT to defend court claims.

Just found out my mam alos has a parking "fine" for parking on private land in a car park for a pub which she went into to let the owner of the pub know that a close friend had passed away. My mam had forgotten to put her registration into the car registration system. She has asked the landlord of the pub to wipe the charge however was told due to her appealling against the charge with Civil Enforcement Ltd that the landlord could not now get this charge wiped.
My mam unfortunately did not know about this forum and has panicked and admitted in the appeal that she was the driver of the car.
She is still at stage of DCBL, 2nd letter from them arriving today.
Any advice on this would be much appreciated
