Recovery agents at house after PCN sent to old address

Hi I got to may car today to find a notice to seize the car after the issue of a PCN or pay over £400.
The offence occurred when we were moving house, we changed the V5s approx 2 weeks after the offence. It seems even though we had a mail redirect in place all correspondence has gone to the old address from the council and the recovery agency.
we have been given 24hrs to pay. Do we have any way to contest. My limited understanding is that the recovery agency don’t care about circumstances they just want the payment.

Do we pay and try to contest after or try to contest without paying?
Our issue is that we also had a PCN from another vehicle which the offence was carried out 2 months earlier and the first letter from the council arrived to our new address after we had changed the address on the V5.
