If the two affected residents are as you describe, then I reckon the chances of you obliging the council to act on a single occasion to sort this must be pretty high. First approach as asbestosscopus has outlined, and the engage the local ra... er newspaper.
...As above, worth asking, but councils generally try to avoid providing a free flytip removal service because it can become an endless drain. And if they agree to do it on a "single occasion" then what justification do they have for not helping on the second occasion? Also as above, the council could sort it using statutory powers and go down the local land charge route, but that won't necessarily be to the benefit of the residents.Local newspapers can be fickle. On the one hand 'evil council refuses to help vunerable person' makes for a good headline, but on the other hand 'evil council cuts vital services whilst bailing out property owners' also makes for a good headline. There's a fine line to tread between environmental enforcement and social care. Helping people make the arrangements is one thing, covering the full cost at public expense is another. The council isn't obliged to remove waste from private land at public expense, unless there is no other alternative.0
