Received a confusing parking ticket from Horizon.

Received a confusing parking ticket from Horizon. Used a Tesco cark park. The nearest sign said I had three hours to park. The carpark is part of a shopping Centre. Several weeks later i received a PCN. The ticket provided evidence and said I parked for 2 hours and 54 minutes.
I challenged the ticket and stated i could not of overstayed as I was parked in the carpark for under three hours. The company accepted my challenge, but sent a confusing picture of a different sign to which I saw, which has different rules displayed. Can Carparks have two different signs with different.
While I am grateful the ticket is cancelled, I still feel a sense of injustice. Should I write to Tesco to complain? is there a body i can complain to? this don't feel right and i feel very strongly about this.
