Stuck in EDF time loop

Hello everyone,
About four years ago, I took on a lease for a 2,500 sq ft commercial building that needed major renovations. The space had previously been split into three separate units, each with its own meter. The building was completely overhauled, and 10 air conditioning units were installed. I had signed up with EDF prior to these upgrades.
Unfortunately, the renovation didn’t go smoothly. The original builder abandoned the job about three-quarters of the way through, leaving several things unfinished — but that’s a story for another time. I ended up completing the work with someone else.
Since then, I’ve been trying to get EDF to come and inspect the meter, as the one currently installed isn’t labeled and doesn’t seem to be tied to EDF. I suspect the builder installed it, but I can’t confirm anything with him — he’s gone back to Bulgaria and has stopped responding to my messages.
The meter appears to be working, but I have no way to verify this. I’ve tried explaining everything to EDF and even scheduled site visits, which they then cancelled. Every EDF rep I’ve spoken with has told me to contact the original builder’s electrician. That’s not really an option — aside from him no longer being involved, there were serious issues with his work, such as missing light switches, unconnected smoke alarms, and exposed live wires. Those problems have all since been corrected, except for the ongoing issue with the 3-phase meter.
I also attempted to switch to a different supplier, but EDF blocked the transfer by disputing the account.
EDF has been sending estimated bills, which I’ve continued to pay. More recently, they issued a bill claiming it was based on a verified reading by a data collection agent — which isn’t true. No one has been out to the property. The reading itself is nonsensical.
At this point, I feel completely stuck in a frustrating cycle — constantly on hold with EDF or getting disconnected, and no closer to resolving the issue. I’m not trying to avoid paying; I just want to get things sorted properly.
