Parking Management Solutions pre-IAS stage - Advice please

Hi all,
The driver of a vehicle received a PCN at a car-park in Manchester.
The sign reads:
"You must pay for the entire duration of your stay upon arrival from point of entry to exit, before leaving the car park, either via Parking Attendant or via JustPark app.
The driver had proceeded to pay via JustPark before leaving the carpark on foot. However didn't realise the app was malfunctioning. On return (after 5pm), they noticed a PCN and tried to pay via the app - which would no longer let them change the start-time to the morning. They then tried to call to pay and had the same issue so paid for the only parking option available (from 6pm-midnight).
An appeal was made to PMS with photographs of the misleading sign, issues with the app and the receipt for the payment (from 6pm-midnight). It was rejected.
I understand it is discouraged to appeal to IAS - but would like some advice on whether this case would be looked upon favourably in court?

Please show us the Notice to Keeper if they sent one by post? Both sides.

Yep.
Now ignore the £170 threatograms but you must tell them if you move house, because of course you must check each letter to be sure it's never a court claim form.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
