Parking ticket sent to an old address

Hi all, I have just received a phone call from the enforcer saying that they are planning to collect my car, as I have not paid a parking ticket issued by the council. Apparently the payment I need to make is around £400, which is ridiculous.
The issue is, they took my address from my V5 document, which is still registered under the old address. Funnily enough, council has my current address, so does DVLA. I have never received any information about this ticket, so I dont have a PCN number or any other information regarding to it. I contacted the council and the traffic enforcement office, they said the only thing i can do now is talk to the enforcer who contacted me and discuss my options with them. Is there any ground for me to fight this atrocious amount of money?
Thanks in advance.

Well - the fine for not having your V5 up to date is £1000 which you appear to admit. (Although often not pursued)
DVLA may well have YOUR details - but presumably the offence was caused by a vehicle, who they have no idea who was in control of, purely the registered keeper for which the details are incorrect

Yep - post on FTLA where the Council PCN experts are.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
