Me again!
So I appealed against this charge on the 25th July and finally got a written response on the 30th August, although it was dated 15th August saying they are upholding the charge. They are holding the initial discount period until today (that's nice of them!!)
My question is.....do I still ignore it? On the threads above it states about the initial timeframe being 14 days. Does that mean I should have received the charge within 14 days, not it being dated within the 14 days?
Please help...I really don't want to pay, but I don't want any court letters etc either.

            You can appeal to the IAS , as keeper, with proof like the map overleaf, on the following grounds
The NTK is not compliant with POFA 2012, especially if issued after day 12, so late delivery after day 14
POFA 2012 schedule 4 doesn't apply on non relevant land and the Ibis hotel is within the airport boundary
No keeper liability due to POFA2012 not in force
No landowner authority
Etc
No blabbing about who was driving or about what happened
So similar arguments to the IAS as seen in other Airport threads, like Met Parking at Stansted where popla is used
It doesn't matter if you lose, because you wont be paying anything anyway1 - 
            If you read other Smart IAS threads you'll see how bad they are at second stage appeal evidence. I mean really bad!
So it is worth dragging Smart through that (widely considered 'bent') process even though it's a kangaroo court that normally only upholds appeals for consumers 5% of the time. With Smart Parking their 'lose rate' is likely to be higher than most.
And it DOESN'T MATTER if you lose at IAS or just ignore this charge because you'd easily win by defending a court claim.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
