I guess I am able to post as I have somehow got on to this Comments thread but it won’t appear in the right thread (?)
I have a parking charge from Parking Eye. My husband (using the car registered to me) parked in one of their small car parks in Avenue Road, Southall (London) and there was a delay paying at the machine as the 2 people in front of him were having problems with it. He had no choice but to wait his turn. We received a parking charge notice in the post as he drove in at 13.35.03 (3 seconds after 13.35) and got the ticket at 13.42.06 (6 seconds after 13.42) so 7 minutes and 3 seconds from entering to paying for his ticket. I presume they only allow 5 minutes to get the ticket. Presumably the people in front of and behind him would also have received a charge of £100 (reduced to £60 paid within 14 days) I will appeal the charge. Any comments and/or suggestions as to how to word the appeal greatly appreciated! Thank you0 -

The 5 minute rule is banned, as long as a driver pays in full for their time. So, did he pay in full for the whole stay?
Tell us the exact minutes shown on the PCN, or show a picture of both sides of it with all dates and times showing please. Redact your data/car/VRM. Include the back.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
