I recieved a PCN back in April at the Rose & Crown car park in Saffron Walden, i am a Blue Badge Holder & the car park is free for badge holders so I appealed the charge & have not heard anything about my appeal or the charge until this morning where I received an email offering me to pay the £100 charge in 3 payments, I have attached the email & also the rules for blue badge holders for parking at the Rose & Crown car park.

Pur a complaint in using the complaint link in the BPA AOS Members list, stating that you never received a reply to your appeal, add a redacted picture of your blue badge too
Also complain to the business manager or CEO1
