Was your old phone also an iPhone? Or an Android? Or something else?

SIM cards haven't been a medium to hold contacts for a couple of decades.

That's right, on an iPhone your contacts are stored in iCloud. They should have been restored when you set up your new phone. +Unless you choose not to restore and selected to setup from scratch

We have no idea what the old phone was, if it was not an iPhone then some extra work is necessary to get contacts on the new iPhone. I believe Apple has an app that helps with migration from Android.

Well the way it's written certainly implies from one iPhone to another, but if the OP could clarify then you're right it would help.
