Changing cassette on bike rear wheel

I'm starting cycling again after being donated an old bike.
The cassette and chain could do with being replaced.
I've got the tool that fits into the cassette and allows it to be loosened and tightened.
But it will not turn either clockwise nor anti-clockwise.
It should be able to turn anti-clockwise because of the freewheel mechanism.
The freewheel itself is working fine.
So there is something else in the cassette stopping it from moving.
Does anyone have an idea what this could be?

    Sounds like you might need a chain whip, like this one - https://www.sigmasports.com/item/Park-Tool/SR-122-Sprocket-Remover-Chain-Whip/MY8A

    Cheaper options are available. 

    You apply the whip with an opposite force to the cassette removal tool to prevent the cassette from turning.  You don't need it when you're tightening the cassette nut.

    I'm travelling so can't post a photo at the moment.

    I realised I would need a chain whip, but I can't even get to that point because of the problem described.
    Because the removal tool will not move anti-clockwise when inserted into the cassette, the chain whip doesn't come into play.

    I prefer a ring spanner and hammer to shock the cassette nut undone.

    Are you sure it is a cassette not a screw-on freewheel? Cassettes will have a lock ring which gets done up pretty tight, even if it is greased you will still need considerable force, three wheels on the other hand are screwed on by pedalling force and can require humongous levers, in the days when I had a freewheel you would clamp to remove and advice and apply all your strength of the wheel to unscrew it and even then it was quite marginal and whether you get it off or not, if the price was not attached to something really solid the table will just spin.
