Original PCN by CPS Midlands. Recived NTKH from TNC Parking Services with no mention of appeal

Hi I had a PCN pasted to my car by the parking company CPS Midlands on May 06, 2025, which I did not pay and ignored. I recieved a letter dates 9th July 2025, from TNC Parking services which I believe 3rd party debt company. Is this legit that a parking company CBS Midlands does not server NTK and uses TNC for sending a Notice. More strangely the NTK from TNC says " At this stage all appeals are outside of the appeals period and cannot be contested", which i think is completly against POFA 2012 and maybe even ilegal. Need help to deal with this, as I did read lot of ther threads with varying information on what and how to do. Thanks in advance

Many private parking companies use third party back office collection companies to process claims on their behalf
Many private parking companies dont bother with Pofa2012 because its voluntary, not mandatory, so definitely not illegal
If the case is from may and outside any appeal stage deadlines, then you are in ignore them until they issue a postal Letter of Claim giving you 30 days notice, followed by an N1SDT court claim pack from the CNBC in Northampton using MCOL, in the post
Meanwhile, ignore the powerless debt collectors letters3 -
