Initial Parking, Mousehole, The Parade. Overstay vs Unpaid Tariff time

ANPR entry time 14:09:39 to Exit 16:30:43, paid in cash for ticket for 2 hours.
Car with some older folk, mild walking impairment but not blue-badged.
Arrived, car park busy – waited 5-10 mins for a space. Parked, payer went to machine and attempted to download the app for JustPark, no joy and gave up after a couple of attempts (mainly signal for data/calls)
Returned to vehicle to see if any of the others had change, they did, returned to the machine and paid (after having to enter VRM) – doesn’t still have the ticket the dolt.
After their hour was nearly up, they returned to the car and left within 5 mins of returning and strapping in!
I only have this image of the Tariff board, not the T&Cs.
I also have taken these GMaps pics, don’t tell you much about the site, seems poorly signposted – and their appears to still be a clear blue P sign which is a bit more prominent that their smaller paltry signs – particularly the entrance ones.
Also this JustPark image – I don’t know if this is current or if anyone else has any experience of this site.
Items for consideration (other than ignore until LbC).

This appears to poo-poo the useless nature of ANPR cameras – can they truly be relied on in a car park to monitor people’s parking? Or are they an easy tool to make money if used in this way (where’s the cut off in times – is it 5 and 10 top and tail of the time on sight?
Interestingly the Planning granted in 2015 gave them permission to put up some very simple CCTV ‘security’ cameras, at the entrance and half way down one side where the other payment machine is. They tried to change the location of the entrance cameras twice but declined and refused permission and pre-planning advice. Seems to me at some point they’ve swapped out the CCTV security cameras for ANPR ones. Another question is does the other security camera give them any evidence of the contravention (not shown on the PCN).
Initial seem to have improved their PCNs (redacted to follow) from your list @Coupon-mad as they have included ‘invite’ for PoFA etc. But, is it still valid as a PoFA compliant PCN as the “specified period of parking” is not included (unless ANPR is a good tool that says if you’re in you’re parked – which we know it isn’t).
Lastly, a rabbit hole probably, but something that annoys me, Privacy policies. Initial’s (last update in Apr 2019) – under “Who we share your data with” no mentioned of DRAs (possibly other than ‘Any other duly authorised sub-contractors – not good enough for any DPA lawyer), they do have a line that states;
“If you have not replied to other correspondence, solicitors for the purpose of enforcing a parking contract or responding to a legal query”
Kind of gives to a get out clause, respond to their first contact (assuming that would be included in ‘other’ correspondence) and they cannot therefore pass your details onto a solicitor without breaching their own PP. Dimwits. In fact, their ‘How we use your data’ section doesn’t actually use the correct terminology as far as I can see, not mention of contract, or legitimate use (which so many lazily use).
Any support welcomed (I know to ignore until LbC) – but any other support would be interesting.

The BPA Code of Practice explains their position on Consideration periods and Grace periods
Seeing as payment was made for one hour, their trigger will be at 70 minutes, so only the latter grace period
Initial Parking will have timed it from entry to exit1 -

OK, so the trigger point was 130 minutes after entry, not the 141 minutes on site , so unpaid tariff time1

No record of them ever doing court. Personally, I would just ignore.
I believe they use DRP for their threatograms.1 -
