HMCTS claim form


i need your help regarding this matter
October 2023, I received a parking charge notice for allegedly parking in a disabled bay without displaying a valid Blue Badge. However, I am a genuine Blue Badge holder and had not my badge displayed at the time. I promptly appealed the charge and provided clear photographic evidence of the valid Blue Badge. Despite this, I received no response or decision on my appeal from UKPC.
To my surprise, months later I received a letter from DCB Debt Recovery claiming I now owed £170. Upon contacting them, I was informed that UKPC had supposedly sent me an email in December 2023, offering to resolve the matter with a reduced payment of £20 as a goodwill gesture. I did not receive this email, and this was the first time I was made aware of such an offer. Furthermore, such communication should have been sent via post, especially for a legal matter.
I immediately called DCB and they asked me to pay £10 to put this matter on hold meanwhile i can appeal against it so i sent several emails and written appeals to DCB Debt Recovery, requesting clarification and asking for a fair resolution. I received no replies, and instead, today I have received a County Court Claim stating I owe £236, which includes legal and court fees. This is deeply unfair and disproportionate considering the original fine was £80 and I acted responsibly by appealing in good faith.

Presumably this is UKPC via DCB Legal ?
Post the Issue date from the top right of the claim form below
Also post a redacted picture of the POC from the lower left of the claim form below after hiding the VRM details first0 -
How do i post the picture ? Im attaching the file here but it is saying body is 9 character too short what does that mean ?Issue date of the claim form is 11th july 20251

OK, study the second post in the newbies sticky thread in announcements near the top of the forum by coupon mad
Login to your government gateway account and navigate to MCOL and login with the claim reference number and password
Complete the AOS online, then logout again
Then start drafting your defence based on the template defence by coupon mad in announcements at the top of the forum

Did you pay £10? Who to? How?
To clarify:
You're saying that DCB Ltd (not DCB Legal?) demanded £10 from a disabled Blue Badge holder to 'put the case on hold' then they seem to have pretended to be 'considering' a valid dispute from you ... a dispute that any defendant is fully entitled to raise under the pre-action protocol and certainly doesn't have to pay for!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
