Handheld steam cleaner

Is the above any good for cleaning small areas outdoors? Something about the size of a car wheel.
Or is there something more robust that I could buy?

It would entirely depend what the thing is that you are trying to clean and what you are trying to clean off of it. You could of course buy a more heavy duty steam cleaner, but they key point would be is steam cleaning the correct method of cleaning to use.

Have something very similar that I use to clean floors. Do not expect high pressure steam to come out of the nozzle. The cleaning power comes from scrubbing action and the brush on the end. Whilst the steam helps to soften & lift dirt, don't expect it to shift thick layers of mud or oil/grease deposits.

I was looking at the small portable jet washes to clean small areas of graffiti, but they are under powered and need a lot of water, I think I may try a larger steam cleaner than the example.

That Bush steam cleaner (and similar products) just won't have the power to shift graffiti. The steam only wafts out at almost zero pressure. If a jet wash isn't working, then a hand held steam cleaner certainly won't.
