Neighbour parking + contractor access

Hi - I'm having the kerb dropped at the front of my house soon (via permission + proper process with the council), and new driveway put in, and the contractor wants to come round to take a closer look in a couple of days' time. The neighbours always park on that part of pavement, though, and have no interest in not doing - I've tried to have conversations. Can anything be done to ensure the pavement is clear for the contractor to look at in a couple of days' time? And for the work to be done, for that matter?
My sister has also just gone abroad for a couple of months, and said I should take her little old car and put it on the pavement and leave it there while she's away, so they get used to not being able to park there. Good idea or best to leave things as they are and wait for kerb dropping?

Unless the council put in a temporary parking restriction they can still park there, no matter how strange and antisocial they are.4

The contractor will want to come & put barriers out the day before they do the work, so certainly make sure the small car (and some cones and/or your bins) are slap bang in the way from now on.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks everyone for advice - it sounds as if everyone feels I'd be best off putting my sister's car on the pavement where the neighbours keep putting theirs at the moment. I do have a Ring doorbell camera, which should hopefully make anyone think twice before causing criminal damage to the car.2
