APCOA manchester airport fine

Once again APCOA's behaviour is unacceptable.
i recently dropped off a friend at manchester airport T1, there was a diversion taking us to T2, it was chaotic. On leaving the T2 drop off, all barriers where up in the bays where you pay and machines not on, staff waving traffic through the exits.
6 days later it seems although barriers and machines didnt work, cameras did and im fined £100 with £60 for early payment. I appealed and explained but no surprise when told i should have seen a small sign which says you must pay online by midnight day after if barriers are up. My appeal was refused and if i dont pay i lose the right for the £60 lower fine. Alternatively i could appeal to POPLA.
No surprise to hear these barriers are often up, thousands get fines this ways, is it a licence to print money ?
The behaviour of this company APCOA is disgraceful and bullying. I will be taking this up from every angle possible, we need to put an end to this parking scam.
I have complained to complaint.magparking@apcoa.com ( for what it is worth ). Today i will ring 0808 169 7030 the number for manchester airport that the live chat at APCOA gave me when i chatted with them.
Next will be council and whoever else i can report to. I hope more do the same because awareness of this needs to spread.

A diversion from T1 to T2?!?! Seems odd.

But ideally you only appeal as keeper based on it being airport land, no blabbing about who was driving or about what happened, see the advice in the following thread

No keeper liability at airports, doesn't matter if it's a drop off, pick up etc, Pofa2012 schedule 4 doesn't apply1 -

You'll never pay a penny.
But why did you throw away the winning point? This is so frustrating as the keeper had 100% POPLA win, guaranteed, had the keeper appealed not talking about who was driving or the story of what happened.
Chances of a POPLA win are gone, due to this appeal error.
So ignore them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
