    I hope all's well.

    OPS have sent out a new letter (Notice to Keeper) dated 14th August to my personal name/address.

    I'm assuming they don't know who was driving the car at the time of the offence and based on the contravention period (18:01:01 - 18:17:52) I know the driver was not near the vehicle around those times for them to see who it was.

    Based on the new letter, do I need to pay the parking charge now that they have my name, or can I still contest this on the basis that they don't know who was actually driving at the time of the parking charge?

    Would really appreciate any advice/input you can offer on this with the new letter.

  • My name was stated nowhere on my appeal to OPS, that was done from the company and a company email address.

    My personal name shows on the V5C as the keeper, despite the limited company financing the car.

    I assume OPS have accessed that information somehow to see that.

    Can the charge still be appealed or does it need to be paid now?

    Oh you never pay OPS. Horrible ex-clamper mentality, in my experience. The amount of times I've beaten them in local courts...

    Is this the timeline?

    - windscreen PCN affixed

    - the company appealed that PCN but OPS ignored that, then

    - OPS obtained your DVLA data as keeper and this is the first postal notice to arrive?

    If yes, repeat the appeal like before (but in the same name as on this NTK).

    Only ticking registered keeper.

    Yes ... because they can only hold the driver liable. See the MSE Parking Tickets Guide which explains this in detail. It's linked in the little banner at the top of this page that says 'MSE Link' in red.

    That's the official Martin Lewis Guide that I helped to fact-check. It has my name on it!

    Thank you for your correspondence.

    We are currently considering your correspondence.

    At the time of this notice we, the Creditor, do not know either the name of the driver or a current address
    of service for the driver.

    As the registered keeper of the vehicle, you are now invited to pay the unpaid parking charge or, if you
    were not the driver of the vehicle, to notify us of the driver's name and a valid current UK address of
    service for the driver (in writing or via our website) and pass this notice on to the driver.

    As the registered keeper, can they do anything to force me to disclose this information, or should I simply reply to confirm that I do not know who the driver was at the time of the offence?

    That's because, in some circumstances, parking firms can hold a vehicle's keeper – the person named on its V5C registration document – liable for unpaid charges.
