Help please. DCB small claims... Mitigating circumstances

Good evening I would really appreciate some advice regarding appealing a small courts claim from DCB.
The situation my 12 year old daughter took an overdose and I rushed her to a and e. I stayed there all night with her in the morning they said I could go get some bits I parked and paid and made my way back to the hospital so my daughter could be discharged. The process at the hospital took longer than I had imagined and I tried to add funds to the parking however due to issues with the app and poor network at the hospital I was unable to access, I told the doctor I needed to get back to the car however they directed me that I must wait untill my daughter is discharged so I had no choice. I am not certain how much later but I would say around 15 mins. It was CCTV that gave me a ticket some time after I was struggling with my own mental health and my daughter's and struggling with lots of stuff going on.
Please any advice about how I can draft this response would be greatly appreciated.
