PCN in Scotland

Hi,
As keeper of a vehicle, I recently received a PCN from UK CPM for an incident in Scotland, where I live. I appealed through their internal process, on the basis that they had provided no evidence as to who was driving at the time. My understanding is that the current, enforceable legal position is that as keeper of the vehicle, I cannot be pursued for this unless the private parking company provides evidence as to who was driving at the time, and am under no obligation to disclose who was driving.
They rejected my appeal, with no reference or comeback to the legal argument. I then attempted to appeal through the Independent Appeals Service, however that does not let you proceed with an appeal if you select 'no' or 'prefer not to say' to the question 'were you driving the vehicle at the time?'.
Has anyone had any success through the IAS in relation to being the registered keeper and not wishing to disclose the driver? What will likely happen if I ignore the PCN from now? Do UK CPM actually have a legal right to recover the funds without providing evidence of who was driving?

The advice for Scotland is do not do the 2nd stage appeal, because only admitted drivers can appeal
Ignore them from this point on
Parking companies do have the right to try to recover money from drivers, within the relevant court process
