was I over charged

So I will try to keep it short
I was just touring Germany on my motorcycle when I broke down I had breakdown cover and was recovered to the nearest Triumph main dealer.

I new the problem was the fan and I expected them to just replace it, The dealer called me the next day at around 1 o'clock to collect the bike It was a bus and a train away and I got there around 3 o'clock.

The bill was a €168 so I new they had not replaced the fan I don't speak German and his English wasn't very good .

I didn't trust it was fixed so took a ride around staying close to the dealer and sure enough as soon as the bike got hot the fan didn't cut in so I took the bike back.
He then said it needs a new fan which he fitted took about an hour and a half 
The bill was €600 which is what I expected in the first place. I then thought he said they would take off the €168 of the second bill but when I got back to the hotel and looked at the bill with google translate I see they hadn't removed the €168

Was it fair to charge me for a problem they didn't fix and could I contest it with my credit card

    You could have explained the problem properly in the first place by using google translate.  If the garage has incurred time and fitted parts then they aren't going to discount this.

    I did explain the problem, the recovery driver also explained the problem in German and no parts were fitted for the €168 
    The fan had jammed against the outer casing so it was free to move when cold but jammed again when hot the only repair was a new fan

    What exactly did they do for the initial €168? What's itemised on the bill?
