Is it possible for a person not in an IVA to apply for a mortgage with a spouse that is in an IVA? I understand that the bank obviously wouldn't use the spouse on a joint application but would they consider their income on the application?

No.
Well anything can be possible with a large enough deposit and a good income, but it would still be a high rate of interest. Also the person in the IVA is acquiring an asset, they would need advice on the terms of their IVA as to the imlications of this.1 -

Most lenders wont incude the income of someone who is not on the mortgage, but you can ask a mortgage broker.0
