    What do you mean "wise"? Boarding out makes a loft much more usable.

    Boarding a loft means you can use it.  It is only an issue when you need to access any cables or plumbing,

    You can put plywood over insulation, but you need to avoid compressing the stuff. If you have say 200mm of insulation and 100mm deep joists, you can get short loft legs* (175mm high) to go between joists & boards. Or if you have a thicker layer of insulation, extra long legs** (300mm) can be had. Worth shopping around as you may well find the products cheaper elsewhere.

    Many people leave the edges unboarded for reasons of ventilation and/or difficulty of access plus unlikely to be used right into the eaves.

    Chipboard would be cheaper, and you can get it in easy to get up there sizes, for boarding out a loft.

    If there is any chance you will use the loft to store 'stuff', then it is wise to board it over using boards on support legs as described above. This prevents the 'stuff' from compressing the insulation, which would reduce its effectiveness.
