Caveat emptor doesn't apply when determining if a business directs its activities to the UK for the purposes of what we are talking about, though I did qualify this by saying it will be a question of fact as to whether there is sufficient evidence pointing towards that.

A .co.uk or .uk website is an indicator of pursuing or directing activities but is unlikely to be sufficient if the website does not offer goods or services or digital content to UK consumers, so in that instance the threshold would not be met.

There have been many posts since before last christmas, where sites have a.co.uk website & they are based in China or other countries.
Many sites using shopify or other providers, pick up your country via cookies & show prices in GBP, or give a option for various currencies.
