Parking Fine Paid by Lease Company - never received original PCN

Hi,
I am at my wits end. I am not sure what to do.
I had an email from my lease company (NHS fleet) with an invoice that had to be paid within 14 days regarding a fine they paid to DBCL bailiffs for a parking fine in December that I had no idea about.
They paid £170 a few weeks ago and now chasing me for the payment.
I was not able to appeal or look at the photo of my parking, as I am confused. I live in the area, I am not aware how I parked, as I park at the Tesco shop a lot!
I asked NHS Fleet to send me the original PCN, which they said... They never received the original fine and only paid DBLC, as they are a NHS organisation, cannot have bailiffs attending their premises.
I have been told to contact DBCL or the parking company about this. I am not sure what to say or what to do, as the lease company should not have paid it and especially as I have no original PCN to go on.
They have taken my right to appeal and to look at evidence away, they are chasing me for the money. I have told them it wont be a quick fix. I am prepared to speak to a solicitor and go to court if needed, as I was not aware of any of this, this could have been resolved in December. Now I am paranoid about parking, as I cannot see what rule I broke. I have not had any tickets left on my windscreen and no written letters stating I had a fine.

it's not a FINE it's an invoice - they should not have paid on your behalf.
what do the terms of the hire state about payment of Penalty Charges?
