PCN: parked in own space

I'm really hoping there is a kind soul who may provide a little extra guidance following receipt of an NTK. Here's a summary of events so far:

PCN issued back in May, placed on windscreen, issued by PCM (IPC members). 

Was parked correctly, in correctly numbered residential space, enclosed car park with electronic gate access (fob issued by letting agent).

PCN states that car "Parked without clearly displaying a valid PCM (UK) Ltd permit (at time of enforcement)." 

Signage appears compliant, stresses that "Retrospective evidence of authority to park will not be accepted". 

PCN appears to be compliant, but makes no reference to PoFA.

Read Newbies thread, then re-read and read again. Did nothing, awaiting NTK. 

NTK posted 18/6, notice considered given 20/6.

By my reckoning, day 57 from issue of PCN is 14/7 and 28 days from issue of NTK is 18/7.

NTK appears to show key information specified in PoFA 2012, but there are many grammatical and technical errors in the NTK, including:

"As the registered keeper of the vehicle, you are invited to do one of the following, by no later than the last day of the above period beginning with the day after the date on which this notice is given:" - there is absolutely no mention in any preceding paragraph of a "period", save for the 28 days that was offered in the PCN (which expired before NTK was sent).

At end of first page, the text ends abruptly and incomplete, "Please see the reverse of this notice for", and the next bit is the payment slip. The sentence is not completed overleaf either. 

In the section for "Appeals, complaints and contacting us" the paragraph about the IAS also ends abruptly, mid-sentence, and incomplete. I believe the rest of the text has been over printed with the next section title and cannot be read. Similarly, in the adjacent column, the contact telephone number has also been obscured by the next section title and cannot be read.

I would like advice regarding the timing and content of my complaint to PCM. From a combination of the Newbie thread and my assumption, I intend to respond as a complaint after 14/7 (day 57 from PCN) but before 18/7 (day 28 of NTK) highlighting these administrative errors as additional detail to the Template First Appeal. Would this be the most appropriate approach given these circumstances, or should I just send the template and not mention the admin errors? Do the admin errors carry any weight at all, now or in future?

    Nope. None.

    I wouldn't bother to appeal, just ignore them and tell them if you move house within 6 years because you must see every letter to be sure there is no claim form. That's it.

    Are you a tenant or a leasehold owner?  Why no permit? Does your lease even need you to display one?

    Are you a tenant or a leasehold owner?  Why no permit? Does your lease even need you to display one?

    I've got a valid permit, it was in the car, but it wasn't visible on windscreen at "time of enforcement". At that time, I was in temporary accommodation, organised by employer, so I have not seen the lease/tenancy agreement. I'm trying to get a copy and establish who landowner/building management company is to raise complaint and request to drop with them.

    the lease/ tenancy is key here and could trump anything on any signage or poxy potentially meaningless permit

    Thank you. I'll step up efforts to obtain a copy and check exact position re permit display. 

    Just checking I've understood @Coupon-mad correctly, should I not even bother with the Template First Appeal referenced in Newbies thread?

    Get hold of the lease from the landlord, or another owner-occupier in the building.

    Usually the parking company is not even permitted to be on site and quite often they're there because the managing agent gets a cut, citing "we've had complaints from residents about parking abuse."

    Quite a lot of money in it if you're a managing agent with multiple sites and are friendly with a parking company.
