    We are fighting a government and a civil service, neither of which have any motivation to bring this matter to a successful conclusion from the motorists' viewpoint.    I think this is probably the next draft of the proposed Regulations https://is.gd/iCjAhW  (unless NHS exercise a veto).

    Time for a statutory public inquiry IMO. That consultation was dire considering the evidence they have.

     There are plenty of car parks that use ANPR recognition to match vehicles to payment, one near me opens the barrier automatically as the vehicle approaches.  Also Westfield shopping centre in Shepherd's Bush uses this technology and that's operated by Smart.

    Although the CTSI has the IAS listed as a certified Alternative Dispute Resolution organisation 🤦‍♂️ they've submitted a good response.

    That is really a good set of replies and might help focus respondents if they need a steer.
    I had some difficulty in squaring their position of objecting to any debt recovery fee, yet advocating an increase of 50% for additional enforcement action. .... if I've read that correctly. 

    Otherwise some good points which should surely have greater weight than say those of a semi-literate PPC, following ATA-provided template answers to copy and paste, when it comes to the MHCLG analysis of responses

    Men from Ministry know that the well-researched polite submissions come from the impotent, but the semi-literate PPCs have already had massive success with the threat of judicial review and are poised to repeat the attack. Given that scenario and the rather fluid leadership position, a flight response is much more likely than any effective fight preparation.

    A more interesting & useful read than most here - for ordinary Money Savers responding to the Consultation. Which is what this Forum thread is ‘supposed’ to be about. Thank you.

    Those “semi-literate PPCs” did a pretty good job of scuppering the 2019 Consultation! Never a great idea to underestimate the opposition, or to over-estimate the ability of MHCLG to resist them…
    Propaganda is most effective in simplicity & repetition. If PPCs avoid the esoteric complexity seen here - maybe MHCLG will understand them better & the PPC argument will gain carry more weight.

    Their copying and pasting (including spelling and grammatical errors) no doubt contributed to the original CoP having a £50 cap and debt recovery fees banned, alongside a Govt statement that their purpose was to extort. 

    There was no 'scuppering' of the 2019 Consultation, it was the original CoP emanating from the Consultation that was scuppered, by a couple of 'big fish' (believed to be BPA members) with deep pockets, full of motorists' money, and a major DRA (67% profit margins).  I can't believe they won't attempt to play the same card again if all isn't to their liking in the next CoP. The MHCLG and Govt need some blocking strategy that avoids any potential capitulation.
