But you haven't received a "parking fine" you have a speculative invoice from an unregulated parking company.  If they take the trouble to transfer "real" fines to you, why don't they do the same with your speculative invoice, it would cost them far less than the alleged £30 admin fee they are intent in passing on to you, making money out of your misery?

It is incredibly important that you do not call this a fine or a penalty when dealing with hire/lease companies.

 You nede to tell them that they must re pay/cease all payments over these parking charge notices.

They have not been issued by anything approaching an authority, therefore there is no "issuing authority"

Neither the British parking association or the IPC are regulatory bodies or authorities.

you should tell them that you will not be held liable for their mistakes and they must re pay you
