Well we just got a Honda HR-V on motability, not a super luxury car, smaller than their CR-V and the list price is around £37k so a couple of extras would push it over the £40k mark.
Some disability support is not means tested so there can be individuals working and a good income still able to access disability support which may include Mobility.1 -

Not quite the only benefits. There is also AFIP and WPMS for us injured/disabled veterans. Neither AFIP nor WPMS is means tested in any way either.2 -
You do not need to be a driver or own a car to qualify for a Blue Badge. It is issued based on the applicant having Physical/Mental disabilities.0
