APCOA parking charge - Manchester Airport

I just received a letter from APCOA regarding use of pick up/drop off zone without making a valid payment.
CONTRAVENTION DETAILS Notice is hereby given to the Registered Keeper of vehicle registration mark: XXXXXXX Use of Pick Up / Drop Off Zone For the alleged contravention of: without making a valid p payment At: Manchester Airport Upper Drop Off Forecourt T2
Entry Time/Date:09:28:41 25/06/2025 25/06/2025 Exit Time/Date: 09:31:38 The contravention is a BREACH OF THE TERMS AND CONDITIONS OF USE of the facility. Signs are clearly dispiayed throughout the area showing these terms and conditions. This Parking Charge was incurred on private land.
The driver at the time was confused because there should have been a pay gate where you make a payment at the end of the drop off zone. Since then it has been forgotten and me as the registered keeper received this letter.
I read other threads and I can't find the newbie template thread if anyone can put a link here for me please.

You don't need a link, it is on the front page of the forum, where you found Create New. OR one click back from here.2

We won't link the 'sticky' threads pinned at the top of the forum but see my signature for how to click straight there. You have a choice of two links to hop back in a second!
However, just search for the Gatwick Heathrow drop off Group thread. It's all you need. Other Airports are available. The appeal for these cases is the same and always works.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

And when you find the NEWBIES FAQ Announcement, first post, blue text initial appeal, add this text to it before you send it to APCOA:As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), you are, in law, unable to hold the registered keeper of the vehicle liable for the charge; I suggest therefore you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so.'Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

They’ve recently changed the drop-off and pick up zones to online payment as there were massive queues at the barriers with people paying to drop off. Now you just drive straight out and then go online, type in your registration number and pay online. I nearly got caught out last week with this as I dropped my daughter off at T2 drop off zone and drove straight out thinking they’d suddenly become generous by removing the pay as you leave barriers. It was only when I looked online next day to see if the flight had arrived ok at their destination that I noticed the scrolling bar at the top of the page with the new payment method and details, otherwise I wouldn’t have known. I don’t recall seeing any signs anywhere when I was actually thereKenni66 said:I just received a letter from APCOA regarding use of pick up/drop off zone without making a valid payment.

Surely the petition should be ‘We think it does nor make any sense to ask DRIVERS to pay………’Nellymoser said:Join the 1078 people who are asking the Govt toBan Drop-off charges at airportsSign and sharePetitionBan Drop-off charges at airports
We think it does not make any sense to ask passengers to pay when they are dropping-off their loved ones.

I didn't write it but i do agree @Not_A_Hope. A 2nd one was better written but because this one was already open the other one had to be rejected. Parliament petition rules are one petition for one issue.1

Thank you MSE forum members, I used the threat appeal format and got two tickets (£100*2) issued for drop off and wrong turn cancelled in April 2026.
Note: I paid £27 at multistorey parking before leaving the airport and still received the silly tickets.

thats a shame, but this appeal text will cancel it
