APCOA Parking Charge Notice

Hello there
Just in a bit of a situation here and needed advice..
I have read through all the APCOA threads but I really need someone to look at my situation and just give me a clear sense of direction!
So my husband was working on a railway Job in December and parked in the carpark next to the railway...
He received 3 parking charge notices later in the post.. we appealed all 3 out of which 2 were denied and 1 was accepted (they accepted it as a gesture of goodwill)
.they said the employer should've registered his REG with them or something like that..
We went onto POPLA stage all the while providing evidence that he was working there on those dates
My husband is refusing to pay up and whilst he is very chilled and relaxed.. I'm kinda stressed!
We are now recieving letters from debt recovery plus
We've received a second set of letters giving another deadline to pay and saying they have recommended APCOA to instruct their solicitor to start court action
We have ignored all the debt recovery letters
We are also nearly 6 months over as we received the initial notice in January...
Do parking charge notices time out?
Please help and should we just continue ignoring the letters?

Are they all definitely Parking Charge Notices ? Or Penalty Notices
Parking Charge Notices have an enforcement deadline of 6 years in England and Wales
Penalty Notices are 6 months
Ignore the powerless debt collectors letters, they cannot do anything other than send the letters
I doubt that Apcoa will take it further, even for 2 pcns
Given your story above, I assume that within the appeals the driver was outed ? ( which is a shame if true )
I also assume that POPLA rejected the 2 appeals ?
There is little or nothing to be done at this debt collectors stage, but come back to this thread if you receive a Letter of Claim giving you 30 days notice, or a court claim pack from the CNBC in Northampton
But I think that those 2 are unlikely3 -
You can completely ignore APCOA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
