Parking Ticket From Retail Park

My partner was issued a parking charge notice in January but we didn’t receive the letter until May. We moved house a few years ago and where the licence was updated she didn’t know to update the registered keeper so letters were going to an old address.
They allege she was parked in a retail park for 7/8 hours and have issued a fine which has increased to 3 x the value since it was first issued as it hasn’t been paid. The problem is she left and then came back several hours later as she met me in a different location nearby, we drove to another location with the kids and had to drop people home after we’d finished too. These times overlap with the time we were allegedly in the car park the charge has been issued from.
I’m confident that the CCTV from either location would support this but I’m struggling to get it. I have two questions:
1 - Even though the official time to appeal has elapsed (and the appointed debt collection agency make no mention of any appeals process) is it worth pursuing the evidence?
2 - Court action is being mentioned, how likely is this? I know that some things are just scare tactics as it’ll cost more to pursue the debt than have it paid.

You wont obtain CCTV footage, if any still existed
1) Ignore the powerless collectors letters , meanwhile, which Parking company ? Which retail park ?
2, it's certainly a possibility
Follow plan A in the newbies sticky thread in announcements near the top of the forum by coupon mad, complain to the retail park management company or landlord or landowner, trying to get the pcn cancelled
Ensure that you inform the DPO at the parking company and the debt collectors etc of the correct address for the service of papers, they must erase the old address and only use the correct address ( because you do not want a court claim going to an old address )
Ensure that the V5c log book is up to date too, or the RK could receive a real fine issued on behalf of the DVLA1 -
Why not just send a complaint (NOT APPEAL) telling their DPO to locate the ANPR orphan images and to cancel the PCN immediately because it is an illegal 'double dip' data abuse case?
Same as other double dip threads. Easy to kill off.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
