Parking Eye Parking Charge Notice (PCN) - University Hospital Wales (UHW) Cardiff

Looking for some advice PCN issued for visit to Cardiff University Hospital Multi Story.
I have seen other threads but not seen any that say they have been successful
Firstly is there any point in challenging this on signage being woefully inadequate? I wasn't even aware of any restrictions on the parking and had to review Google maps to see that there was in fact a small sign on the side of the entrance on a post. Parking is free but only three floors as rest is staff parking. Inadequate signage in my view, don't believe any further signage is present inside the car park. At Landough hospital this is at least clearly communicated.
Secondly their proof is a grainy, basically black image of number plate with time stamp. Is this enough proof of an infraction? No image of the actual infraction supplied.

The pictures are probably from ANPR cameras, don't expect passport quality pictures, it's the VRM they focus on
Signage issues are always a point to focus on
PE have been the contractor ever since Indigo lost the contract there, after the health staff claims were dealt with years ago
I wouldn't hold out hope that any appeal would be successful at that location2 -

- which floor the vehicle was parked in, and
- exactly what entrance and other signs existed in the floor the vehicle ended up parked in.
Do it that way, as PEye will struggle because they can't easily show POPLA which floor the car was in.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks both, might be worth the appeal on the grounds of signage not expecting much.
I'm assuming if the cameras are positioned on the ramps at the level that is where the Employee parking starts they may have sufficient evidence that extended duration indicates an infraction?0 -
Which you won't know unless you appeal in the manner described by coupon mad above, possibly only finding out at the second appeal to popla, in their evidence pack1
