Is this PoFa compliant? I think I've read somewhere before that the area circled in red doesn't include the POFA 9(2)(e) invitation or the 9(2)(f) warning

Need to edit your image there's pcn and reg numbers still showing in the two How to Pay black bands.

Post up the front page of the NTK would help, redact personal details but leave the dates showing.1

Horizon have messed up. They suggest in their notice that if payment is not received they ‘have the right to recover the outstanding charge from the driver’ instead of the keeper. If you don’t tell them who the driver was they won’t know who to send an invoice to.
Your appeal should highlight that their PCN is not POFA compliant and you are not required to name the driver.2
