Parking fine from place of work.

I work for the NHS. I started at this trust Sept Aug 2024 and I have a parking permit (pay small fee each time you get on site). In March 2025, I changed my vehicle to a lease vehicle via NHS fleet in my wife’s name. At the time, I thought I had changed the permit, however there are two sections on the website. I updated the ‘my vehicles’ section which didn’t automatically update the permit.
Fast forward to July. I receive an email from Fleet (NHS leasing company) that they have received a parking charge and they suggest I check the details through APCOA website. They have provided APCOA with my wife’s name and address and they say APCOA will write to me directly.
Upon checking the website, APCOA state the infringement was April 22nd and April 25th. The email from the lease company was July 2nd. It states they will send the charge to debt collectors July 17th.
I have yet to receive any communication from APCOA about the PCN.
I have followed the NEWBIE guide and spoke to my parking team and PALS team via the hospital who both say it is nothing to do with them and it is down to APCOA appeals process. I would be happy to escalate further up the chain if felt to be beneficial.
If I don’t receive any notification from APCOA, am I within my rights to ignore/appeal due to this and the fact the PCN is over 2 months late?
They have pictures of my car on both occasions entering and leaving work.

If the lease firm have named her as the lessee then wait for her NTH to arrive.The email from the lease company was July 2nd. It states they will send the charge to debt collectors July 17thSo what really. You won't ever pay!
That doesn't matter. But what states this? Show us the thing (letter?) that states this.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
