PCN from July 2024 – Never Received – Now with DCBL – Advice Please

Hi everyone,

I'm seeking advice on how to proceed with a private parking charge that I only just found out about.

Alleged contravention: July 2024

Location: The Hope and Bear pub car park, Reading (Euro Car Parks)

Current issue: I’ve received a £170 letter from DCBL about it, giving me 14 days to pay.

Problem: I never received the original PCN. t was sent to my old address because my DVLA info hadn’t yet been updated at the time. I only found out when the DCBL letter arrived recently saying I have no right to appeal and now it ammounts to £170 (I don't know how much it would be before).

I have:

• Emailed Euro Car Parks asking for a copy of the PCN and whether they can reset it to appeal stage (no reply so far)

• Emailed DCBL to ask if this was a genuine letter (at the beggining I thought it could be a scam because this was so surprising and unexpected)

• Emailed the pub twice to see if they can confirm I was there (I normally enter my reg on their tablet, or if they can access CCTV to show I was there, as I know it was at 1pm) but haven’t heard back. 

I’m trying to do the right thing,  if I overstayed, I’ll own it,  but I didn’t even get a chance to appeal because of the address issue, and it’s possible I followed the correct procedure that day. I have been in the Hope and Bear more times and always go to the tablet to type my numberplace.

What should I do next? Is it worth continuing to dispute this?
Have you every been in a situation like this before?

Any help would be appreciated — I’m not sure what my best option is from here.

Continue to badger the pub - do they really want to lose you and your friends as customers?  Pubs don't need keypads behind the bar, they cause more trouble that they are worth.  Anyway, why assume it is your fault, could have been (more likely) a keypad fault!

It could be a fault on the tablet or anything, that was last year and I only know I was at the pub because I log all my meets in my online calendar, and it's so absurd, there is not reason why I would be at the Hope and Bear Pub if it wasnt' because I was AT The Hope and Bear, in the parking for clients. I can't believe this. Will continue to contact the pub again... crazy...

Yep we know, hence why I gave you the heads up about what to read over the weekend, plus a link to Umkomaas' posting profile so you can read his discontinuances thread.

The forum is a massive resource. It's like a book where each thread is a chapter.

Read some cases exactly like yours.  You don't even need to search. Just look at thread titles on page one, two, three...  and settle down & click on & read any threads with ECP/DCB Legal titles.

You'll see!
